Your experience is only normal for 'any time dining', or when you DON'T choose your time. What you're asking for on the onset already exists. The official policy for Cucina del Capitano and ChiBang for Mardi Gras and Celebration is currently that the first time at either restaurant is free, each additional time would be $8 a person.
